When the Eagle King led the avian folk to freedom, he broke the land up into fiefdoms, and at the head of each of these fiefdoms he placed a hero of the war to be trusted with managing these sky islands fairly and with dignity. When it came time for them to step down, they were each given the power to choose their own successor.

Kokko is an old raven. The blackbirds are an intellectual people and that is what defines them and sets them apart from the other birds. They follow Kokko because he holds the most knowledge and is the most conniving of them all.
In real life, members of the corvid family are known for their tool use and creation. In Aviarchy the blackbirds not only use tools, but have extrapolated that technology into making things like cords and beads. They are the only creatures known to do so in this corner of the world. Because they worship intellect, and consider themselves the wisest of all creatures, they revere every object they create as sacred. Not even the simplest string is mundane. Kokko demonstrates this object worship by wearing a stone on a cord around his neck, a symbol of his sagacity and status.

I was thinking about that video where a golden eagle is (“supposedly”, according to some people) throwing a goat from a cliff and was inspired to use the concept in Aviarchy. Just messy thumbnails, but it was really satisfying to be working in this world again. I love my bords.
